Domino's Pizza has not specified a "minimum package" but a "comprehensive background check." It is up to the individual franchise to determine what "comprehensive" represents based on their location. The Franchise National Criminal and Sex Offender Package is the package that Domino's Corporate is using to screen their CSR's and Driver's and the Franchise Unlimited County Package is what Domino's Corporate is using to screen their AM's and GM's.
**Franchise National Criminal & Sex Offender - $5.50
- National Criminal Search
- National Sex Offender Registry
**Franchise Unlimited County - $24.95
- Criminal Felony & Misdemeanor
- Unlimited based on the applicant's address history
- National Criminal Search
- National Sex Offender Registry
- Social Security Number Trace
- Social Security Number Validation
There are a couple of situations where the price indicated may incur additional charges.
1) If an applicant has a "hit" on the National Criminal Search, which is tending to happen about 10-11% of the time for Domino's Pizza Franchisees.
When you order a National Criminal Search, the information from that search comes from a database that updated at different intervals. For this reason, any hit found must be verified as required by the FCRA laws by an actual county court search. Any hit will automatically include an actual court search to verify that the hit belongs to your applicant. The court searches will be billed at a per county search rate. This means that if there is a hit on your applicant, the search could cost more that the original $5.50 package rate. You would be charged the $5.50 for the initial search and each additional county search required at the ala carte rate of $6.50 per county.
2) Surcharges
What are they?
Some states charge fees to perform motor vehicle record checks and some courthouses to conduct county felony and misdemeanor criminal searches. These fees are implied to cover their own internal expenses and are therefore outside of HireRight's control. HireRight does not mark up any of these fees; they are passed directly to you.
Do all states and courthouses charge fees?
About 1/3 of all counties have surcharges and the counties within each state vary (i.e. some will charge, some will not) however, almost every state imposes some sort of fee for a motor vehicle record check.
How much do they charge?
Fees can range from as little as $1 up to $55 (in the state of New York for example). If there is a surcharge, the average cost is about $5 per order.
Domino's is requiring that all applicants are screened regardless of age. The Domino's corporate application will be updated and available by 8/1/09 to include a signature line for the applicant as well as the parents or guardians of minors to sign. You are required to get a signed disclosure and consent from every applicant and current employee before you run a background check on that individual.
Very basic adjudication guidelines have been included in the account set up process. Any report that is set to "Pending" or "Pending Potential Conflict" means the franchise should evaluate those reports and decided for themselves if that person meets or does not meet standards based on the best interests of public safety, team member safety and brand protection. Please review those adjudication guidelines and if you wish to update and change, please contact HireRight Total Care team at (800) 490-7983. The "Adjudication Matrix" suggested by Domino's corporate is a guideline that enables some standard decision making across the organization. The "Pending" category enables the individual franchise owner to consider the applicant's offense independently and decide for themselves if that allows the applicant to "Meet Company Standards" or not.

To remain compliant, an Employer has 3 primary responsibilities under the FCRA:
- Obtain an authorization and consent from the applicant before requesting the background check.
- Offer a copy of the report to the applicant if the applicant resides in CA, MN, or OK.
- If you are not hiring the applicant based on derogatory information in their background check and you are going to take "Adverse Action" (meaning you are not going to hire the person because of it), you are required to send a series of notifications/letters called Pre-Adverse/Adverse Letters.
To ensure 100% compliance and a clear understanding of the FCRA, the full FCRA document and requirements can be found on the FTC website at: http://www.ftc.gov/os/statutes/031224fcra.pdf.
Yes - the FCRA legislation covers all aspects of a background check, including but not limited to criminal checks, MVR's, reference checks, education and employment verifications, drug tests. It is not limited to the credit report.

From the individual applicants report, you can select the Letters' option and print and mail or e-mail the applicant directly from the individual report. All of the tools for you to maintain compliance are delivered in the HireRight application.
If you choose to print and send or e-mail the letters yourself, there is no charge. If you configure your account to have HireRight send these letters for you, there is a charge of $2.00 each for a total of $4.00 for those letters to be mailed. This service can only be turned on at your request.
